Punjab is running out of the one input nobody prices.
Water. Paddy is the belt's habit and its debt — pumped from a table that falls every year, on a crop the state has always bought at a fixed price. As that arithmetic breaks, the farmer who was guaranteed a buyer becomes a farmer who needs one.
That is the whole business. When procurement stops being the default, someone has to supply the price signal, the agronomy, and the buyer. We are building that layer village by village — starting with basmati, the crop this belt already sells into a private market, and already sells too cheaply.
